What it funds

This is the call through which the Bergamo, Brescia and Milano Monza Brianza Lodi chambers fund the development of innovative 4.0 solutions: the Unioncamere Lombardia page holds the call, the budget per chamber and the FAQ. It does not pay for off-the-shelf technology: it pays for experimentation, prototyping and market launch of build-ready solutions with demonstrated market interest. Robotics, machine vision, IoT, cloud and edge, cybersecurity, artificial intelligence and agents, data and analytics, management systems and BI all qualify, inside the Transizione 4.0/5.0 frame the industry 4.0 entry describes. And it is not first-come-first-served: money follows a scored ranking, and below the minimum score nothing gets in.

Requirements and what is left out

  • Companies with operating premises outside the provinces of Bergamo, Brescia, Milano, Monza Brianza and Lodi, or with legal seat outside Lombardy: the first decides where the work lands, the second is a condition for applying.
  • Anyone that is not a micro, small or medium-sized company under the European definition, or operates in the sectors the de minimis regulation excludes: size is computed with the form attached to the application.
  • Anyone below the minimum investment threshold: the application is not admitted, and the ceiling set by the call caps the grant, not the spend.
  • Anyone buying ready-made software or technology and installing it as is: there is no project to assess here, and without development, a prototype and demonstrated market the ranking does not open.
  • Anyone missing the minimum score on the quality criteria: the points for working with a Digital Innovation Hub or an EDI are added only above the threshold, and ties break on project innovation. Gender equality certification and legality rating earn no points: they add a sum to the grant.
  • Anyone already awarded a grant under the Lombardy 4.0 digital voucher call 2025 or SI4.0 2025, or who did not report on an SI4.0 2024 grant.
  • Anyone filing more than one application, or filing from connected companies: one request per company holds, if several arrive the last one counts, and among connected companies only the first received is admitted.
  • Anyone having the services delivered by someone other than a qualified supplier, or buying goods and services from a connected company, a director, a partner or one of their relatives: those costs stay out.
  • Anyone already holding other public aid on the same costs: it does not stack, except with general measures. The grant is de minimis, so it consumes the shared three-year allowance.
  • Anyone not current on the annual chamber fee, or not in full and free exercise of their rights: these are entry conditions, and for the chamber fee the chamber grants a few days to settle, or the application is refused.

For anyone with an open file

This section is for companies that have applied: the scored ranking decides who is admitted and funded, moving down the list if waivers or top-ups free resources. After admission comes reporting, with a final report, a statement of costs and electronic invoices carrying the CUP written in the award act.

What it builds

One development project, chosen where digital genuinely changes how the work is done. I would use it to bring a prototype that lives in a lab today into a real process: connecting machine vision or a data model to the management system, with the measure covering development and the company holding the market risk. The Selfi 4.0, mandatory for applying, is also the honest starting point: it says where the company stands and what the project has to move.

This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.
