What it funds

This is a zero-interest loan, not a grant: it is repaid, and the zero rate applies under the European de minimis regime, as stated on the SNCI launch page. SNCI covers a majority share of the project and a partner bank covers the rest, through a single application with no additional file to compile. Applications follow the rolling window, with no calendar deadline. Shares, per-project ceiling and maximum duration are in the “At a glance” panel above.

Requirements and what is left out

  • Anyone not based in Luxembourg: SNCI finances commercial companies based in the Grand Duchy, with a particular focus on SMEs.
  • Anyone running a larger company outside the digital and ecological transition: for large companies the loan covers only those projects, while for SMEs it covers any project that strengthens competitiveness and staying power.
  • Anyone counting on any bank: it takes one of the partner banks that process the file with SNCI, Spuerkeess, BIL, BGL BNP Paribas, Banque Raiffeisen or Banque de Luxembourg, so the first step may be changing counterparty.
  • Anyone treating it as free money: the rate is zero but the principal is repaid, over a long repayment horizon.
  • On combining aid the constraint is the shared allowance: the zero rate is granted under de minimis, so it consumes that European ceiling and must be counted together with other aid received under the same regime.

How to apply

  1. Start from your bank, if it is one of the partners; if it is not, change counterparty first.
  2. Get accompanied through the application: the bank follows the client along the process with SNCI and no additional file needs compiling.
  3. If the project exceeds what this loan can carry, ask the bank to combine it with the other SNCI instruments.

What this budget builds

A zero-interest loan carries a modernization program of a few years without weighing on its financing cost. I organize it in stages that each produce a verifiable result, one database instead of the spreadsheets, the link between the management system and the warehouse, the automation of steps redone by hand, so that repayment walks together with value and the people who stay can change every piece.

This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.
