What it funds
It is a loan. SIMEST finances investments for international competitiveness at a subsidized rate, and the money is paid back, with two years of pre-amortization. At least half of the amount must support digital or ecological investments; the rest can strengthen equity, including inside Italy. The full conditions are on the SIMEST page.
Anyone putting all resources into artificial intelligence and quantum computing enters the dedicated section: extended duration, an advance on the first tranche and a dedicated reserve. It stays a loan to repay, with a grant top-up only when the requirements in the operating circular are met.
The grant top-up starts from a reduced share with its own ceiling for whoever meets those requirements, and rises for applications filed by the deadline the circular sets: a doubled share, with a higher ceiling, for energy-intensive companies and firms hit by the Persian Gulf conflict, and higher still when the latter are SMEs.
Requirements and what is left out
- Anyone who neither exports nor works for an exporter: it takes an international orientation, measured on export turnover or on membership in an exporting supply chain. With neither, the application goes nowhere.
- Anyone with fewer than two balance sheets behind them: it takes two approved full financial years, or years whose filing deadline has passed, under the same tax code that files the application.
- Anyone looking for money that is never repaid: this is a debt backed by collateral, save the exemptions the circular provides (energy-intensive firms among them, on request), and it sits on the balance sheet as a liability to repay out of future cash.
- Anyone planning to use everything for equity: at least half of the amount must stay on digital or ecological investments, and the equity share follows different ceilings for the USA, flood-hit areas, energy-intensive firms and the Gulf.
- Anyone who has exhausted the de minimis allowance: the intervention is granted under that regime and consumes it, so if the allowance falls short the grant top-up shrinks and the loan grows to match. The estimation tool says how much it absorbs.
- Anyone thinking that filing is enough: the award belongs to the Comitato Agevolazioni after SIMEST completes its assessment, subject to available resources, and the contract only comes after.
How to apply
- Enter the SIMEST portal and fill in the request with the legal representative's details and the beneficial owner's.
- Attach the documents the circular requires, the bylaws and, if you already have it, the dedicated current account agreement.
- Sign everything digitally and submit: with no digital signature the application never starts.
- Wait for assessment and award: filing alone grants no right to the financing.
Everything runs through the portal; the full conditions are on the SIMEST page and in the operating circular linked above.
What this budget builds
I deliver the infrastructure an artificial intelligence project needs before the models: collected and organized data, sized compute, integration with the management system and security around every access point. I work on software, platforms and in-house skills, so when the financing ends the people who stay keep a system they know how to run.
This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.
