The 2025 edition's page states, above the attachments, that the call used up its fund less than half an hour after filing opened. The section's index page has an “active calls” entry for this edition, but the link does not open: the edition's page prevails, having been modified later. I found no refinancing and no results lists. Anyone deciding today should not count on this voucher.
What it funds
This is the voucher of the Chamber's Punto Impresa Digitale (PID) project, within the Transizione 4.0 plan that the call cites. The call splits the technologies into two lists: list 1 (enabling technologies) and list 2 (preparatory or complementary). The ceiling on the card is on the voucher, the minimum on the spend: two different quantities.
- Factory and automation (list 1). Advanced and collaborative robotics, human-machine interface, 3D printing, rapid prototyping, simulation and cyber-physical systems, Internet of Things (IoT).
- Data, software and security (list 1). Cloud, high-performance computing, fog and quantum computing, cybersecurity and business continuity (including vulnerability assessment and penetration testing), big data and analytics, artificial intelligence, blockchain, augmented reality, virtual reality and 3D reconstructions, vertical and horizontal integration, digital supply chain, integrated business systems (ERP, MES, PLM, SCM, CRM, with RFID and barcodes).
- Complementary technologies (list 2), sales. Admitted only if they serve a list 1 technology and the application explains how: mobile or online payments, fintech, electronic data interchange (EDI), geolocation, in-store customer experience, digital marketing, e-commerce.
- Complementary technologies (list 2), processes. Same condition: system integration for process automation, Next Production Revolution (NPR) technologies, smart working, ultra-broadband, solutions for the ecological transition, automation of production and sales.
- Consulting and training. On one or more technologies from the two lists, planning of the project included, and only from suppliers in a specific category (see below).
- Purchase of goods. Tangible and intangible capital goods, with devices and connection costs, to introduce the list 1 technologies. For goods alone the call sets no requirement on the supplier.
- Bonus. A legality rating (by number of stars), a gender-equality certification or a woman-led company, and PID-Next services received gave a fixed addition, outside the ceiling on the card. It went only to companies that had taken part in PID Cyber Check or PID Academy.
Requirements and what is left out
- Anyone who is not a micro, small or medium-sized company (Annex 1 of EU Regulation 651/2014), or has no registered office or local unit in the chamber's district: out.
- Anyone not active and in order with the business register, the annual fee, the DURC (single certificate of contribution compliance) and workplace safety: out. Also out is anyone in liquidation or in insolvency proceedings.
- Anyone without catastrophe insurance where the obligation already applied to the company: out. A copy of the policy had to be attached to the application.
- Anyone with current supply contracts with the Chamber or its special agency Asset Basilicata, or who is a spouse, relative or in-law up to the second degree of whoever runs the call: out.
- Anyone who loses a requirement before payment: the call says “until the award” in paragraph 1 of article 4 and “until payment” in paragraph 2, and the prudent reading is the second. Anyone who loses the legality rating or the gender-equality certification before the award must report it to the Chamber.
- Anyone who filed more than one application: one per company counted, the first in chronological order.
- Anyone buying from a supplier controlled by or linked to the company, or with substantially the same owners: the spend is not admitted. And a supplier could not itself be a beneficiary of the voucher.
- Anyone picking a consultant or trainer outside the admitted categories: spend not admitted. The admitted categories are Competence Centers, science and technology parks, research, innovation and technology transfer centers, Tecnopoli, technology clusters, certified incubators, FabLabs, innovative startups and SMEs, plus the “further suppliers” described below.
- For training alone, bodies accredited by the Regions, universities and recognized higher-education schools, and Higher Technical Institutes were also admitted. “Further suppliers” had to have carried out at least three activities for different clients in the last three years on list 1 technologies, and hand the company a self-certification before filing.
- Anyone buying outside list 1, or from list 2 without tying it, with a reason, to a list 1 technology: not admitted. The application named the technology, the supplier and its VAT number, or it was inadmissible.
- Anyone spending on travel, board, lodging or entertainment: not funded. Also out are tax, accounting, legal or plain commercial and advertising consulting, certifications (ISO, EMAS) and help to comply with legal rules.
- Anyone paying before the start of 2025 or after the term that runs from the award: the spend does not count. VAT is not included, unless it is a cost the company cannot recover. Quotes, in euros and addressed to the company, could not predate September 2025.
- Anyone who had not done the SELFI4.0 report in 2025, the digital maturity self-assessment on the PID portal: the application required it as an attachment.
- Anyone stacking several aids on the same costs: allowed with other de minimis aid up to the ceiling and with exempted or authorized aid within its limits. The voucher uses up the three-year allowance that the company shares with every other de minimis aid.
For anyone with an application in
Nobody starts here any more: this part is for companies that have filed. The Chamber reserved the option of a further review of applications left out when the funds ran out, should withdrawals or reductions at reporting free money, within a term that has now passed; I found no act that reports it.
- Spend: what counts is incurred from the start of 2025 until a term that runs from the notice of the award and closes the project. The voucher is paid with a withholding tax.
- The CUP (single project code) assigned at the award goes on the electronic invoices, or the spend is not admitted. For invoices issued earlier, or by foreign suppliers, it goes on the receipt or in an electronic supplement to the invoice.
- Payments: verifiable bank transactions only, with the CUP and the call's wording in the payment reference.
- Reporting: by an electronic filing like the application, within a term from the project's close, or the voucher lapses. Attachments are a sworn statement listing the invoices, invoices, payments, catastrophe policy, signed final report and the SUSTAINability report.
- Training needs an attendance certificate for a minimum share of the hours. Documents are kept for ten years.
- Changes: requested by certified email before making the new expense. Those requested afterward are not accepted.
- Below a minimum share of the admitted spend, lower for medium-sized companies, the project lapses. The voucher is also revoked for a different implementation or false statements, and what was paid out comes back with legal interest.
A later edition?
The Chamber has published a PID digital voucher every year from 2021 to 2025. The pages for 2021, 2022, 2023 and 2024 each state that the call closed because applications had reached or exceeded the funds; none gives the day. The 2021 one gives only the date of a decision barring applications, earlier than the call's stated opening: I cannot reconcile them.
A page of the Chamber says it plans the PID Twin Transition call for September. That month has passed and, at my last reading, neither the page nor the Chamber's list of calls nor the national list of local calls showed a call for Basilicata. I do not promise it will come; its call would set amounts, spend and suppliers. The shared rules are in the national Twin Transition program.
What it builds
The work that comes first is working out which process the technology has to touch. I start a first artificial intelligence application on the documents the company already produces, with the data under its control, or I connect the business system and the CRM where data passes by hand today, and I leave a readable technical file.
This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.
