The sportello is closed
The Chamber declared the funds exhausted in a notice published well before the call's formal deadline. Filing on the platform stays open, but only into a waiting list and until the Chamber says otherwise: those applications are examined if funds are freed, through withdrawals or inadmissibility, and the call sizes the list as a fraction of the fund. Anyone deciding today should not count on the grant: an application in the queue may never be examined. The call reserves the Chamber's right to refinance the measure with new appropriations, but no act announces it.
What it funds
This is the Treviso-Belluno edition of the national Twin Transition program, with a call of its own. The scope is mixed, digital and energy. The ceiling on the card is the total per company: the call sets a separate one for each measure, and a minimum spend for each, higher for capital goods than for consulting.
- Digital, Measure 1. The assets in Annexes IV and V of Law 199/2025, the same lists as the 2026 iperammortamento, if they fall within the call's enabling Industry 4.0 areas: artificial intelligence, cloud, cybersecurity, IoT, big data, process and supply-chain integration, among others.
- Energy (software), Measure 1. Energy-monitoring software (energy dashboarding), covering consumption, self-produced energy and data from field IoT sensors. Accounting, administration and CRM qualify only if bought together with that software, within the energy-efficiency project.
- Digital, management system, Measure 1. The production, logistics and maintenance modules of an integrated management system qualify on their own, if they map to Annex V.
- Digital, Measure 2 letter a). Consulting on the enabling Industry 4.0 technologies, funded only if directly and exclusively tied to Measure 1 assets and to their implementation.
- Energy, not digital, Measure 2 letter b). Consulting and training on energy efficiency: audits, supply analysis, energy management systems, renewable energy communities, a temporary external Energy Manager, and training toward Energy Manager qualification for in-house staff, with a minimum number of hours.
- Bonus rate. A legality rating and a gender-equality certification each raise the rate, and the two add up. Both must be held at filing and at award.
Requirements and what is left out
- Anyone who had not already completed and paid for the work: the call was single-phase and ex post. An application went in only with the asset already installed and connected, or the consulting finished, and the invoices already paid, in original electronic format. There was no application to make before buying.
- Anyone with spend dated before the start of the call's year: contracts, invoices and payment proofs must all fall inside the spend window.
- Anyone who received the previous edition's grant: excluded automatically, and the exclusion extends to linked companies.
- Anyone based outside Treviso-Belluno: you need registration in the chamber's business register, local units included, and the work must be done at the head office or a local unit in the district.
- Anyone filing more than one application: one per company counts, the first admissible one in chronological order.
- Anyone not up to date on the chamber's annual fee through the year before the call's, or without catastrophic-risk insurance (proved by the insurer's declaration): the application is not admitted.
- Anyone with current supply contracts with the Chamber, or with Chamber board members or employees among partners and directors: excluded.
- Anyone buying through leasing or rental, for lending to third parties, or second-hand: not eligible. Software licenses count only if perpetual or of at least three years, with every year already paid.
- Anyone paying in cash, by offset, or through a lender that pays the supplier: the spend is not eligible. Payment must leave the company's own account.
- Anyone stacking several aids on the same costs: allowed, but the chamber grant and the other public benefits together may not exceed the eligible cost, and the company declares it.
- Anyone assuming de minimis is free: the call is granted under that regime, so it uses up the shared allowance, and the Chamber may reduce the grant if registering the aid breaches the limit.
- Anyone buying from a linked supplier: a supplier cannot be a beneficiary of the call, nor tied to the applicant by control, ownership or kinship within the second degree.
- Anyone picking a consultant outside the call's categories: for each consulting measure only suppliers from named categories qualify; for letter b) all supply a self-certification before filing, for letter a) only the "further suppliers" do.
For anyone with an application in
Nobody starts here any more: this part is for companies that have already filed, in the ranking or on the waiting list.
- Admission and payment follow the chronological order of filing, and every application sent on the same day has the same priority. The waiting list is examined only if funds are freed.
- During review the Chamber assigns a CUP, and for payment the company supplements the electronic invoices with that CUP through the Revenue Agency's service. If the correction misses the peremptory deadline in the certified-email notice, the company is excluded.
- The requirements must hold until the award, and the insurance may be checked again at payment.
- Selling or diverting the assets before the period set by the call means full revocation, with repayment plus interest.
What this edition teaches
The call automatically excludes anyone who received the previous edition's grant: the Chamber itself treats the measure as recurring. I don't know whether it will return: no act says so. This edition shows how the mechanism works: chronological sportello, ex post application, a fund that closes before the formal deadline. The call's page points to T2i, a company part-owned by the Chamber and a Digital Innovation Hub, as free support for drafting the project for this edition.
What it builds
The call pays for a system already in service, so the work is to get it into service and be able to prove it. I bring consumption from meters and sensors into one dashboard connected to the management system, or start a first artificial intelligence use case on the documents the company already produces, with the data under its control. I leave a readable technical file: what is installed, how it talks to the rest, where the data lives.
This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.
