The sportello is closed

The call's page carries a notice at the top, right under the dates: by Decision of the Secretary General no. 143 the Chamber closed the call early, because the funds ran out, within a few days of filing opening. The original terms sit above and below the notice, and the Chamber's home page still highlights the announcement that the Twin Transition Voucher 2026 call is open: the notice prevails, since the call itself (article 3, paragraph 6) says early closure is announced on its dedicated page. I found no published results lists, no reopening and no refinancing, which the call reserves to the Chamber. Anyone deciding today should not count on this voucher.

What it funds

This is the Venezia Rovigo edition of the national Twin Transition program, with a call of its own. The ceiling on the card is on the grant, the minimum is on the spend: two different quantities.

  • Digital technology. Artificial intelligence developed or customized for business processes, including access to models and APIs for proprietary applications; cloud, fog and quantum computing; cybersecurity and business continuity; big data and analytics; IoT; robotics; high-performance computing; blockchain; augmented and virtual reality; 3D printing.
  • Business systems. Integrated business systems (ERP, MES, PLM, SCM); CRM; e-commerce; EDI; geolocation.
  • Digital sustainability. Systems that measure energy and water use, analyze emissions and life cycle (LCA), and serve the ESG rating and the sustainability report.
  • Consulting. Audits of the digital or green profile, management systems for innovation, information security and energy, a temporary Innovation or Energy Manager, studies for renewable energy communities, ESG consulting. A digital or green development plan is funded only together with buying at least one of the technologies; one that follows an audit is part of the audit.
  • Training. Innovation or Energy Manager qualification for in-house staff, and other digital or green skills courses tied to the technologies on the list.
  • Bonus. A legality rating or a gender-equality certification adds a fixed amount. Both must be held at filing and kept until payment.

Requirements and what is left out

  • Anyone admitted to the voucher in the three previous editions of the “digital vouchers” call: cannot refile projects on the same technologies already funded. Different technologies stay eligible.
  • Anyone who is not a micro, small or medium-sized company, or has no registered office or local unit in the chamber's district: out. The investment must be located there, and the company must be active and in order with the business register.
  • Anyone not up to date on the annual fee, social-security contributions and workplace safety, or without catastrophe insurance: not admitted. The policy had to be attached to the application and be active at that moment.
  • Anyone with current supply contracts with the Chamber, an interdictory sanction (Legislative Decree 231/2001) or representatives convicted of offenses that bar public procurement: excluded.
  • Anyone who is a supplier to the companies taking part: cannot apply for the voucher. And the supplier cannot be tied to the applicant by control or corporate linkage, nor be its director, partner or relative.
  • Anyone picking a consultant or trainer outside the call's categories: not admitted. They are competence, research and innovation centers, EDIHs, incubators, FabLabs, innovative start-ups, training bodies, certified energy experts and Innovation Managers. “Further suppliers” prove experience in the field with a self-certification before filing. Technology alone needs only a matching registered activity.
  • Anyone buying PCs, smartphones, non-3D printers, routers, websites or digital marketing: out. Also out are connectivity and utilities, travel, leasing and rental, servers, RACK cabinets and UPS (except inside high-performance computing).
  • Anyone buying tax, legal, accounting or advertising consulting, support for regulatory compliance, or ISO and EMAS certifications other than the management systems admitted: not funded.
  • Anyone buying software or solutions built into the product they sell: not admitted. Only tools integrated into internal processes count.
  • Anyone paying outside the spend window, which runs from the call's publication to the hundred-and-fiftieth day after the award, or in an untraceable way: the spend does not count. Bank transfer, bank receipt, credit card and check are admitted.
  • Anyone who filed more than one application: one per company counted, the last in chronological order, and the others were excluded.
  • Anyone who did not attach the Selfi 4.0 digital-maturity report, done in the last three months: the call required it with the application and had it redone at reporting.
  • Anyone stacking several aids on the same costs: allowed with other de minimis aid and with exempted or authorized aid, but together not above the cost incurred. The voucher is de minimis: it uses up the shared three-year allowance, and a company that has already reached it is excluded.

For anyone with an application in

Nobody starts here any more: this part is for companies that have already filed. Review follows the chronological order of filing, and a Decision approves the lists of admitted, not admitted, admissible but unfunded and unreviewed applications, within the term the call sets from the closing.

  • Publishing the lists on the Chamber's site counts as notification, and the call obliges participants to check it. The certified email goes only to grantees.
  • Admissible but unfunded applications can receive the voucher if funds are freed by withdrawals or forfeitures. Those left unreviewed because the funds ran out can be examined later, in chronological order, if the Chamber finds money.
  • The Chamber's FAQ confirms you may wait for the outcome before buying. Then spend, payment and reporting on ReStart all fall inside the term from the award, and reports filed late are excluded.
  • After the award the Chamber assigns a CUP (single project code), which goes on every invoice or the spend is not admitted. The call attaches the fix for invoices already issued, foreign or paper.
  • The report carries XML invoices, proof of payment, the signed report of the consultant or trainer, the updated Selfi 4.0 and, for sustainable interventions, the SUSTAINability report.
  • Changes to the project are requested by certified email before they are carried out, and are not accepted in the last month before the reporting deadline. A withdrawal is notified by certified email before that deadline.
  • If the actual spend falls below a minimum share of what was admitted, the voucher is revoked and what was paid out comes back with legal interest. The call also ties that share to the floor on the card, but articles 12 and 15 do not word it the same way.
  • Between that share and the budgeted spend the voucher is cut in proportion; above the budgeted spend it stays as awarded.

What this edition teaches

The call treats the measure as recurring: for the same technologies it excludes anyone admitted in the three previous editions, and the 2025 and 2023 pages each exclude anyone admitted in the three years before. Those editions carried the title “digital vouchers”: Twin Transition is the 2026 title. Funds ran out fast before, in this same Chamber: in 2023 one of the two measures closed for exhaustion by the day after opening. I don't know whether it will return: no act says so. The page points to T2i, a company part-owned by the Chamber and a Digital Innovation Hub, for free support in drafting the application.

What it builds

The call pays for tools that enter internal processes, not ones built into the product the company sells, and the work comes before the spend: working out which application really touches a process. I start a first artificial intelligence application on the documents the company already produces, with the data under its control, or I put access and backups in order where one person manages them by hand today, and I leave a readable technical file.

This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.

Past editions

Closed editions stay here, inside the page of the same incentive. They are what makes the rhythm visible: knowing that an incentive reopens every autumn with an endowment of a known order lets a company prepare instead of chasing it.
