What it funds
This is the Basilicata edition of the national Twin Transition program, with the Chamber's own call: it pays for a project consistent with the Transizione 5.0 Plan, made of technology to buy plus consulting and training. It is not the same Chamber's I4.0 Digital Voucher, which is a different measure with a different call. The ceiling on the card caps the voucher, the minimum caps the spend: they are two different quantities.
- Technology. Additive manufacturing and 3D printing; cloud, fog and quantum computing; cybersecurity and business continuity; artificial intelligence; high-performance computing; advanced and collaborative robotics; big data and analytics; blockchain; augmented and virtual reality, 3D reconstruction; Internet of Things and sensors.
- Management systems and sales. Highly integrated process-management systems (ERP, MES, PLM, SCM, including RFID and barcode tracking), CRM, fintech (EDI, for example), geolocation, in-store customer experience. E-commerce qualifies only if interconnected with another technology on the list.
- Sustainability. Digital systems for energy and sustainability: energy management, monitoring of consumption and emissions, life-cycle assessment (LCA), ESG rating and sustainability report.
- Consulting. Assessment of the digital or green profile, digital or green development plans, implementation of the listed technology, management systems (ISO 56000, ISO/IEC 42001, 27001, ISO 50001), matching with public research, a temporary external Innovation Manager or Energy Manager, the design of a renewable energy community (CER), ESG services.
- Training. Courses toward qualification as Innovation Manager, Specialist or Technician, or as Energy Manager, and other digital or green training tied to the listed technology, only for permanent staff.
- Bonus. A legality rating, a gender-equality certification or a women-led company earns a fixed bonus, outside both the ceiling and the rate on the card, if held on the application date.
Requirements and what is left out
- Anyone who is not a micro, small or medium-sized company under Recommendation 2003/361/EC, or has neither a registered office nor a local unit in the Chamber's district: excluded. Companies elsewhere apply to their own chamber's call, if it has joined.
- Anyone not active and registered in the business register, who has not paid the annual fee, or is not current on DURC and workplace safety obligations: excluded. So is anyone in bankruptcy, in liquidation (voluntary included), in a composition with creditors or in an equivalent situation.
- Anyone without the catastrophic-risk insurance required by Law 213/2023: excluded. The policy is attached to the application.
- Anyone with supply contracts with the Chamber or its special agency Asset Basilicata, or related to the staff running the procedure: excluded.
- Anyone filing more than one application: only the first one filed counts.
- Anyone buying a service from a supplier linked to the company: the spend is not eligible. The supplier cannot be controlled or linked, cannot be a director or partner of the company or a relative of one, and cannot be a company that has the applicant's directors or partners, or their relatives, among its members.
- Anyone picking a consultant or trainer outside the call's categories: the spend is not eligible. Eligible are Competence Centers, science and technology parks, research, technology-transfer and innovation centers, Tecnopoli, EDIHs, clusters, certified or regional incubators, FabLabs, innovative startups and SMEs.
- Under the same rule, also eligible are training bodies (accredited, universities, ITS, or ISO 9001 certified in sector EA37 with at least forty hours of energy-sector training), energy management experts certified UNI CEI 11339, and Innovation Managers certified UNI 11814 or on the Unioncamere list.
- Other VAT-registered suppliers qualify only if in the last three years they carried out at least three consulting or training assignments for different clients on the listed technology.
- Anyone spending on transport, meals or lodging, a company website, online advertising, SEO or SEM: not eligible. Also excluded are ordinary tax, accounting, legal or promotional consulting and help complying with legal obligations.
- Anyone buying basic IT (PCs, notebooks, tablets, smartphones, switchboards, non-3D printers): not eligible, unless strictly tied to a technology on the list.
- Anyone with spend outside the call's window: what counts runs from the start of 2026 to ninety days after the award is communicated, the deadline that closes the project. VAT is not part of the spend, unless it cannot be recovered.
- Anyone stacking several aids on the same costs: allowed with other de minimis aid up to the ceiling, with exempted aid within the highest intensity allowed, and with general tax measures without exceeding the cost incurred.
- Anyone assuming de minimis is free: the voucher is granted under that regime and uses up the allowance the company shares with every other de minimis aid.
How to apply
The application goes only through InfoCamere's ReStart, also via an intermediary, and it is a sportello: applications are reviewed in chronological order of filing.
- Complete the Selfi 4.0 digital-maturity self-assessment: it must be done within the three months before the application.
- Complete the SUSTAINability self-assessment on esg.dintec.it and download the report.
- Ask suppliers for quotes: on letterhead, dated no earlier than September 2026, with the technical sheet for goods and software.
- Have consulting and training suppliers sign the self-certification of the art. 6 requirements (the Chamber's form is for the 'other suppliers'), and countersign it.
- Prepare the application form (Modulo di domanda) and the services form (Modulo Servizi), with project, goals and suppliers.
- Add the catastrophic-risk policy and the F23 form for the stamp duty payment.
- Give a single PEC address in the application.
- Log in to ReStart with SPID, CNS or CIE, sign everything with a CAdES digital signature, including the summary the platform generates, and submit.
- If the Chamber asks for more documents, answer within seven days.
- The award comes within ninety days. If funds are freed, the Chamber may review the applications still waiting, in filing order, until May 2027.
- Reporting goes on ReStart within thirty days of the project's close: XML electronic invoices carrying the CUP, traceable payments, and the Selfi 4.0 self-assessment repeated once the project is done.
- Requirements must hold until payment, subsidized capital goods are kept for three years, and any change to the project or spend needs the Chamber's approval before it is incurred. Sustainability projects also repeat the SUSTAINability report at reporting.
- Anyone who reports less than the minimum spend, or less than the share of the granted voucher the call sets, loses the voucher.
What this budget builds
A voucher this size pays for one piece of work, and the job is to choose it well. I start from the Selfi 4.0 self-assessment the call requires anyway, because it shows where the company lags. Then I bring a first artificial intelligence use case into production on the documents the office sorts by hand today, with the data under the company's control, or I connect the management system and the CRM, which don't talk to each other today, or I gather energy consumption into a dashboard that feeds the sustainability report. I leave readable technical documentation: what is installed, how it talks to the rest, where the data lives.
This entry is informational and is not advice: I do not handle grant applications, and before committing to a purchase it is worth reading the official source above or talking to whoever files the application.
